Donald H. Carter, Jr., of Phoenix, Maryland passed away on Sunday, January 28, 2024. He was born in Cockeysville, Maryland on November 22, 1942 to the late Grace Elizabeth (nee Wilson) and Donald H. Carter, Sr.

He was the beloved husband of the late Janet Yvonne (nee Primeau) who preceded him in death in 1999; cherished father of Peggy Cook, Tim Carter, Tina Miller, Wendy Pryor and her husband Chuck, the late Bradford Primeau and the late Kip Carter; brother of Linda Stidham and her husband Bobby, Carol Outten and her late husband Albert, Gary Carter, Jeff Carter and his wife Dee, and Lisa Potter and her husband Donnie. Donald is also survived by many grandchildren, great grandchildren, nieces, nephews, and other extended relatives.
